Assateague State Park is on the Eastern shore of Maryland. For off roading, you must purchase a Surf Vehicle tag. $75.00 a year for out of staters. The sole purpose with this tag it to be involved in fishing at all times. There are 13 miles of beach with 4X4 access. The park is located about 30 minutes south of Ocean City MD and the beach access goes all the way down to the north part of Chincoteague, VA. where you will hit chain link fences. This is not a place where you can tear up dunes or the beach for that matter because you will get kicked out. But if you have a 4x4 and wanna do some driving on the beach and fishing then this is the place for you.
